Steinberg schrieb viele Hits, darunter Madonnas „Like a Virgin“ und Cyndi Laupers „True Colors“. Zusammen mit seinem langjährigen Kollegen Tom Kelly schrieb und komponierte er das melodramatische Liebeslied „Like a Virgin“ sowie „True Colors“ von Cyndi Lauper, „So Emotional“ von Whitney Houston und „Eternal Flame“ von The Armreifen. Alle diese Songs erreichten Platz eins der US-Charts. Im Laufe seiner Karriere arbeitete Billy Steinberg auch mit vielen anderen Größen zusammen. Er schrieb Songs für Tina Turner, Céline Dion, JoJo, Demi Lovato, Rod Stewart, Bette Midler, Carrie Underwood und The Pretenders. 1997 gewann er einen Grammy für seine Arbeit an Dions Album Falling Into You. Im Jahr 2011 wurde Steinberg in die Songwriters Hall of Fame aufgenommen.
